At the request of the Honduran Health Secretariat, AIDSTAR-One conducted a rapid assessment in early 2009 to gauge the quality and access to HIV and AIDS services at public health centers for comprehensive care (CAIs) for people living with HIV in Honduras. Information gathered through this assessment will guide the development of strategies to strengthen service delivery at the CAIs and increase utilization within the communities where they are located.
Key findings included:
- fragmentation of services
- limited trained human resources
- a lack of clear roles and responsibilities of health personnel
- weak referral and information systems
- limited integration of health services within communities.
Findings suggest that CAIs primarily exist to dispense anti-retroviral medication and that other health services are not available at most CAIs. The assessment provides insight for policymakers and ART program managers on issues that must be considered to ensure true comprehensive care.
